add the mapset as a symlink to the mapset in the other location,
then use the @othermapset notation.

So sharing data between locations is not really supported?
Even if I just want to add the layer to the map view?

An important concept behind locations is that all maps in a location share the same projection. Different locations can have different projections. With the exception of georectification, you can only display and manipulate maps from a single location during a working session. In this way you are guaranteed (well almost guaranteed) that all your maps will share the same projection and will overlay correctly.
