Hi Luis,
Both v.out.kml (Vectors) and r.out.kml (Rasters) are for the time being GRASS add-ons (http://grass.osgeo.org/wiki/GRASS_AddOns). v.out.ogr is already part of the standard GRASS6.4 distribution.
