I am trying to use the latest U.S Census Data TIGER files
in GRASS 5. The TIGER/GRASS tutorials are dated 1992.
A lot has changed since then. The current TIGER files are
SHP, SHX and DBF files. Do I use v.in.shape or v.in.tig.basic?
I need to plot points on a
street map given latitude-longitude coordinates.

The U.S. Census does not distribute shapefiles. You must have got the
data from a third party. Anyway, v.in.shape would be correct then...
