My suggested GRASS improvement is inclusion of read/write capability of International Hydrographic Institute (IHO) S-57 standard for Electronic Nautical Charts (ENC). In the U.S., and elsewhere I presume, it is possible to download comprehensive databases of waterway data (free of charge) that would satisfy a huge segment of maritime GIS data needs. ArcView has an ENC reader and I think that to keep GRASS fairly competitive as an alternative to expensive commercial software, S-57 should be an integrated read/write format. Some open source work has been done on this already (http://gdal.velocet.ca/projects/s57/index.html) so the GRASS development team wouldn't be doing everything themselves.

v.in.ogr in 5.1. Direct support for reading (without conversion)
for OGR is under construction.

v.in.ogr in GRASS 5.1 should be able to read it. Tried with:
http://www.digitalocean.ca/DigitalOcean%20E-Store/Sample_data/s57.zip

Note that I have applied a small fix right now, so only the
current CVS contains the fix (grab from there). The end-of-the-week
CVS source code snapshot as well as the precompiled binaries will
be created next Saturday morning.
