Subject: v.digit: implement circle cursor for snapping distance
Wish:
It would be very convenient to have a circle cursor in v.digit implemented
which displays the current snapping distance while digitizing.
Means: a circle is drawn around the mouse cursor in map with snapping distance
as diameter. This needs to be sensitive to the current zoom level.
