[GRASS5] [bug #2736] (grass) Request Tracker wasteful appending headers

Can we stop Request Tracker from appending "--- Headers Follow ---"
and beyond, at least when sending to little old me on my puny modem.

as it is, when the bug is posted to the developer's list we can't see
who sent it in otherwise. Maybe if that could be fixed first we could
turn them off.
