[GRASS5] [bug #2990] (grass) v.surf.rst fails when called from GUI and in command-line mode

re v.surf.rst GUI window failing from d.m menu.
(Raster -> Interpolate -> Reg. Spline ..)

The "Authors:" text needs to be moved to directly after the G_parser() call,
otherwise it breaks the auto-generated GUI window.
