In the Grass version 6.0.0beta1 the option of export to dgn in v.out.ogr
runs ok? I obtain errors...

on the OGR formats page, following the link to DGN:
http://gdal.org/ogr/drv_dgn.html
see the "Creation Issues" section, "2D DGN files may be written with OGR
with significant limitations...".
does that answer the problems you are seeing?
