[GRASS5] pkg-config: grass.pc[.in] file added

Hi,

I have added initial support for grass.pc. This can
be used by pkg-config, a helper tool used when compiling
applications and libraries:

http://pkgconfig.freedesktop.org/wiki/

Since I am not familiar with pkg-config, I leave
all updated to grass.pc.in to someone else.

This meand that the debian folder has been removed, I see.
Does anybody have some hint about how to prepare a .deb in this case?

As before. Nobody deleted the debian folder, at least not me.
