If not found, postgresql support doesn't set.
You can also use --without-postgresql/--with-postgresql option.

Due to this update we are able to modify the "NVIZ" configure
again. I propose that

- the local configure of NVIZ will be kept like this, but
- the Gmakefile will be generated automatically with sensivity to
   PostgreSQL support

Results:
- the user can easily override the standard settings by running the
   local configure
- a standard Gmakefile will be generated based on variables tested
   by global configure
- if the minimum requirements are not fulfilled, the Gmakefile should
   not be generated.

I feel this is subject to change in 5.1devel later. But we should have
a rather stable version for the forthcoming 5.0stable.

The only thing I would add would be that we make sure the NVIZ configure
script is eliminated for 5.1. The global configure script should be the
only one needed.
