Artemis sent the translated tcltkgrass to me (not attached).
As we want internationalization (at least for 5.1),
where shall I store it? In CVS or on web server for
download?

several modules don't work though, so strange
the man says one, but the module doesn't accept
all the options and being ran with 'help' tells
them less than are in the man.
Manuals are grass 5 beta 11 source, release 2.
Artemis: Unfortunately the tcltkgrass and the man pages
are not fully sync'ed (the man is better). In the mid run
we want to utilize the "--interface-description" XML
option to generate the tcltkgrass module menus on the fly.
(try r.average --interface-description to see how it works).
Up to now no tcl/XML specialist is there to make this
possible. Later we'll use "gettext" (GNU gettext or here:
http://sources.redhat.com/gettext/) to translate the GRASS
modules.
