I too had this same error upon installing under Linux
Mandrake 7.2. ./configure fails to find the tcl library
(tcltk 8.3 is included) for some reason. After manually
editing the resulting Gmakefile so that the library is
correctly identified, then the make install step does
work and the funny little box etc. go away. Perhaps
there's a way to fix the configure script so it finds
the library right in the future? This is beyond my
area of knowledge.

The fact that you have a Tcl/Tk box indicates that wish is running, so
the problem is not with Tcl/Tk, but somewhere else in the initialization
scripts. Were there any other error messages? Do you have a .grassrc5
file? If so, what are it's contents?
