I'm guessing that because the tcl script associated with
GRASS startup does not run properly that the .grassrc
file that is supposed to contain the GISDBASE info
simply doesn't get made right or read right. If you
fix the reference to the tcl library, then redo make
install, in my case this fixed it.

I have the same problem, but when I close the box I have a null
parameter error
in the Init.sh: GISDBASE not set.
