The Texas Department of Transportation supplies road info in a format
called DGN. I have not been able to find any info on how these would be
imported into GRASS.
Anyone else have any ideas or experience with this?

No personal experience but there is v.in.dgn in 5.3/5.4 and v.in.ogr in 5.7, which should import the file OK.

DGN is a Microstation CAD file; I've used the v.in.ogr to import these successfully.
