I have no experience with GIS systems so I would simply like to know - is Grass likely to be a good solution for mapping election results or is there another open source GIS that might be better suited to my needs?

GRASS might be overpowered to just make nice maps of election results.
You might want to check freegis.org and see if there is something
that matches your needs.
It depends a lot if you want to do this as online webmapping,
a single nice map or as scripts doing many maps.
