with version 5.0 it seems no more necessary to run d.erase after a region
change or a monitor resizing. Is this correct?

You need to run d.erase after a region change, but not after resizing
the monitor.
Some display (d.*) programs read the region from the monitor, while
others read it from the WIND file (via G_get_window()). So, if you
omit the d.erase, some programs will work while others won't.
