Good question 
But, before autogenerating such packages, why do you need them
separately (as they are included in the GRASS package)?

GRASS 6.0.0:

GRASS 6.1-CVS:
http://grass.itc.it/grass61/manuals/grass_html61_user.tar.gz
The second file will go away in a few days as the html61_user/
subdirectory is updated every Saturday.
