I added this line directly to /etc/profile

export GRASS_HTML_BROWSER=konqueror

does setting GRASS_HTMLBROWSER=konqueror work?

e.g.

$ export GRASS_HTML_BROWSER=konqueror
$ grass6

if it does, you can add that to a ~/.grass.bashrc file so it gets set
automatically each time you start.
