Prevent cache poisoning by skipping the cache save step on pull_request events.

Only push events to main/releasebranch_* are allowed to write to the cache.
Fixes the zizmor security audit finding in ubuntu.yml.
I have submitted my GSoC 2026 proposal for
“Support Writing Tests with pytest” under OSGeo.
I am actively communicating with echoix through
the PR review process and look forward to
contributing more to GRASS GIS.

Which project will this be under. GRASS gsoc will be under numfocus not OSGEO
Thank you @robe for the correction. I have already submitted my proposal under NumFOCUS as well (submitted March 31). Sorry for the confusion and I really appreciate you pointing that out.
