HOWTO - Importing USGS 7.5min Data

Figured out all (?) the kinks, and actually documented the
process. Just wanted to share the information. Keep in mind
that I'm a GIS newbie here, so some information in the
document may explained a little differently than may be
expected. Comments are appreciated, and with a little
revision, this may be a suitable entry for the FAQ.
