importing USGS LULC CTG data into GRASS 4.1

I am trying to import either the 1:100,000 or 1:250,000 LULC CTG format
data freely available from the USGS into GRASS 4.1. I follow the commands
for m.lulc.read and m.lulc.USGS in the GRASS 4.1 users manual, but am
having no luck with the process. Any helpful suggestions would be
appreciated.
