LTPlus is a vector - raster conversion / digitizing tool.
The LTPlus Linux binaries are available from
http://www.laum.uni-hannover.de/iln/grass/grass42/
ftp://hgeo02.geog.uni-hannover.de/pub/grass421/
The documentation is included in the package (size: 1.8 MB).
Install it in /usr/local/grass42.
Run it from
/usr/local/grass42/ltp/bin/ltpgo
