This is a known bug. The program is currently being fixed.
A corrected verion of the program should be on the ftp site (moon)
sometime in the next few weeks.
In the meantime, you can assume that all of your data is in the first
reported zone and that the extreme coordinates for that zone (and your data)
are correct.
m.tiger.region gives me the following output when I feed it a TIGER type 1
file
that consists of county boundary lines (or similar output for the whole
type 1 file):
