I think it is not a secret: A new GRASS vector format was already
designed by CERL (vector 5 API). I post the address here for

Hi Michel,
We are currently looking for another programmer to hire here
to assist with GRASS Development. Thge Vector API is indeed
a huge task, one that will take a dedicated staffer full-time to
accomplish. We are at this time working on budgetary solutions
that allow us to pull in a dedicated person for this task (as well
as two others in the mill). Shall keep you all posted

You may have an old site. Try 'http://www.postgresql.org/'. Currently it
is at version 6.5.3. This is a production release.

He is talking about postgrass not postgres.
