"noisy" programs

grass programs may be naturally verbose and have a -q (quiet) flag, or
grass programs may be naturally terse and have a -v (verbose) flag.
Which situation is preferred by users?

Even though I *personally* usually prefer quiet programs, I believe it is easier
for experienced users to use -q than novices to use -v. By the way, I think that
Mark Line's idea looks interesting, though not particularly pratical to
implement across the board.

I was assuming that if a library function were implemented to check for
-q's and/or -v's and called in all programs that care, then it would be
just as easy (by a line or two) for that function to check the environment
variable first.
