Okay it appears my change broke notices going to discourse. Discourse is
rejecting them with messages like:

We're sorry, but your email message to (titled Re: [OSGeo] #3063:
Disable imported lists to discourse before end of January 2024) didn't
work.

Reason:

Title has already been used

If you can correct the problem, please try again.

I reticked the box that says "Category Mirrors a Mailing list" to see if
that fixes the issue.

Actually this is fixed by not allowing annonymous and registering trac as
a user. True non-anonymous can send, but I'm not so bothered by that
