Given the recent request for a category for Estonia(1) and also another
one for Spanish ''Geoinquietos'' (over Telegram) I think we need to agree
on how we want to organize this.

Any disagreement on creating main category for all chapter discussions and
then put all of them in child categories?

Something like:

Local Chapters
|_ Estonia
|_ Spanish Language
|_ France
|_ Geoinquietos Spain
|_ Geoinquiets Barcelona
|_ Italia (GFOSS)
|_ Germany (FOSSGIS)
|_ ...
}}}

I only find the Spanish Language Local Chapter as the one language
specific, and the rest of them are all(2) about geographies, so not worth
splitting this further, right?

There are local chapters, that have been approved as such by the board,
and they have some obligations like an annual report to the board.

There are groups within countries that might be working as local chapters,
no obligation to the board, but not yet applied to be an OSGeo local
chapter, call them "community groups". (an example is the Mexico one, they
are legally formed as "QGIS mexico" but they plan to become a local
chapter)

On the OSGeo web page
- Local Chapters Archive - OSGeo
- Local chapters and community groups are listed together
- Click Filter button then its detectable who is a local chapter and who
is a community group

On the wiki
- There is a list with also a mixture of local chapters and community
groups
