Looks like they've done a lot of work on the act runner which allows
running github actions on gitea self-hosted infra.

I upgraded dev.git.osgeo.org/gitea to 1.21.9, but noticing the image when
you log in doesn't show up, gives a 404

https://dev.git.osgeo.org/gitea/assets/img/osgeo-logo.png

It showed up before the upgrade, so need to change if need to make config
changes to the config before upgrading production.

Even worse two-factor gives an error. Which is odd cause I also tested
1.21.7 (which is what is listed as stable on gitea site) and that at least
did not give a two-factor login error.

two-factor might be a cache issue, cause switching to chrome where I have
no prior history of this site, two-factor login worked, but still missing
image issue remains.
