Hi,
Could you create a sub-category under Local Chapters for OSGeo-Europe?
Something like https://discourse.osgeo.org/c/local-chapters/europe ?
And is there a way of integrating mailman and discourse where emails and
posts are reflected in both channels? The current OSGeo Europe list is
still in mailman2 AFAIK, but I have no objections if that would be
migrated to mailman3 if required for such integration.

Hi Jeroen, I am a "moderator" now for discourse but do not think I can
create new categories.
There is not a bi-directional sync between mailman and discourse.
What has been presented as options are:
* option 1: What can be done is have a read-only discourse that subscribes
to mailman (for better search experience).
* option 2: take a mbox from mailman and use it to seed discourse channel
content. Then manually take another mbox, perform a diff, and copy more
messages over when the mailman is shut off.
