#3268: Clean up gitea SAC owner list

The SAC owner list seems to have some people that are no longer active in
SAC.
I'd like to get rid of them since everyone in this list can read/write to
all the private repos in SAC org

Jeff McKenna #not active in SAC
rouault #not active in SAC
TemptorSent #not active in SAC
Tfr42 #not active in SAC

We can always add these people back if they become active again in SAC day
to day duties.
If anyone has issue with this, let me know and I can add them back.
