This could just be isolated to postgis trac as I don't seem to have the
same issue on osgeo trac.
I see in the postgres activity for postgis trac, a number of rollbacks
happening when it hangs. Not sure if related.

I forgot to put the link I was clicking on, but I think it might have been
related to a particular ticket which had a very long bytea in the
comments.
@lnicola put in a ticket on trac about it -
#13786 (Issues with long words in description load very slowly) – The Trac Project
and they promptly responded and said they'd try to fix in the 1.6.1
release.
So plan to close this out then.
