My guess is:

I expect the file size is limited to 2 MB, and the system provides an
example of 2560 as an indication of how small an image would need to need
to be in order to be less that 2MB.

Once the file is uploaded, the design layout likely wants 3800 x 960 (to
form a horizontal banner).
