[pgrouting-dev] PSC Motion: Move pgrouting.org under OSGeo domain

As part of incubation, we will create a pgrouting.osgeo.org to redirect to
pgRouting.org
Which I have ticketed here - https://github.com/pgRouting/admin/issues/44

By convention, OSGeo generally owns the domain of each OSGeo project and is
responsible for keeping up with the payment of the domain.

That said, while in incubation or after we complete incubation, we should
move pgRouting.org to OSGeo.

This will prevent the issue of the 1-bus factor.

+1 Regina to move pgrouting.org under OSGeo control.
