Brian,
It sounds as if your DLG-3 file was unlabeled. Attributes are the
points within a polygon where a number is attached, and it sounds as if you had
an "empty" dlg-3 file to start with. Double-check your source and make sure
the file was labeled. ( The category file (in dig_cats) is the file that gives
a text label to each discrete attribute number.)
