Id like to see this configurable or maybe just include the DTDs in the GeoServer install (I think the WFS stuff is done like that). That way you don't have any problems when there is no Internet connectivity.

I'm glad some else noticed this. I've switched my server to
use
http://schemas.opengis.net/wms/1.1.1/WMS_MS_Capabilities.dtd
which seems to work and is probably better in the long run too.
