Randy,

Dont know what wrong with the validation in your system, but here's some
things to try:

1. remove the "<?xml version="1.0" encoding="UTF-8"?>" at the top of the
SLD file.

2. check to see that there's a
geoserver/data/capabilities/sld/StyledLayerDescriptor.xsd in your
server. Check to make sure that you can access it via http. Ie go to:

http://localhost:8080/geoserver/data/capabilities/sld/StyledLayerDescriptor.xsd

Check the other files in the directory to make sure they're accessible
too:
http://localhost:8080/geoserver/data/capabilities/sld/

We know there's a few problems with the way styles work at the moment
(ie. just sticking them in a directory). In 1.3.1 we're planning on
doing a bunch of 'helpful' styles "stuff" -- I hope to get some
feedback and ideas from you when we start!
