There used to be v.in.dgn:
v.in.dgn - Imports Microstation DGN vector files.
but seems to not be compiled by default. The readme for
that command, says:
v.in.dgn requires dgn library and header files
written by Frank Warmerdam.

Maybe you should use gdal.
