Can grass rectify vectors? I was looking at i.rectify and i.rectify2 and
it looked like those programs were only for rasters. I was thinking of
converting my vectors into rasters, rectifying them and then converting
them back to vectors. Any suggestions?

Use v.transform if v.proj will not work for you.
