s.to.vect is a contributed command under:
src.contrib/SCS/sites/s.to.vect
The only bug that I am aware of in the current version is a corruption of the
dig_cats file if the site_lists file is in the following format:
Coord|Coord|number (i.e. 593493|4914730|1 )
This bug has been corrected in the upcoming release from NRCS formerly SCS.
Could you be more specific about your problem.
