Is there a UNIX program/command to determin the block size of
a media ?

Since you posted to the GRASS User's List I assume you are running GRASS?
GRASS itself has a program called "m.examine.tape" which can report all
the Blocksize on a tape. This is especially useful if all the blocks are
NOT the of the same size!
