This may not be appropriate for the group. But I am putting this
question because you all dwell a lot in the UNIX world.

Is there a UNIX program/command to determin the block size of
a media ?

In sunOs4.1.3 there is a program tcopy, intended for tape to tape copy, it will
also will give file and block sizes.

tcopy /dev/rst0
