I'm not pretending it will work easily, but I seem to recall that in
ARC/INFO you can digitize a center-line between the edges of a road or
stream in ArcEdit. So the thing to do would be to write an AML that takes
the vertices of your streams as input to generate center-lines. It is
however three years ago that I worked with ARC on a regular basis, so I
can't offer you any specific details. Hope this gives you a clue!
