d.vect.dlg was dropped from GRASS. The directory being there is an
oversight (due to "sccs" like src conde contrrol). GRASS supports
import of dlg and d.vect could be used to display it. d.vect.dlg
would have implied a lot of other tools of this nature: d.vect.sdts
for example.
