v.in.atlas - missing man page

Reinhard,

This code was written by NRCS for agency use at the National Cartography
Center (NCG). The man page for the software was never written and the
programmer who worked on the code is since gone.

The only person that I know who used the program to transfer AGIS files to
GRASS was Marty Burke. He works in Ft. Worth, at NCG. His email address
is: mburke@ftw.nrcs.usda.gov

Give him a jingle, he should be able to help shed some light on the command.
