v.proj

I cannot seem to get the v.proj command to work very well, actually
not at all. The man pages on how to use it are not all that clear.

I am trying to get a vector file in the state plane projection into
a utm projection. I would prefer to do this within GRASS. If
anyone has any helpful suggestions I would appreciate them.

can you please describe what are your problems using v.proj?
I myself successfully converted stp -> utm and back.
Are you sure you PROJ_INFO files are correct?
