#3283: setup geonetwork forum subcategories

With #3235 completed it ends with the following promise:
> The descriptions and logos will be handled by @jive
With that in mind I need a ticket to capture decisions and requests made
during the setup.
* I would like the community to volunteer a moderator for their
subcategories
* This is especially important for the language specific subcategories
* Check if there is any community to edit subcategories description
This ticket will stay open until geonetwork folks are settled in and
happy.

Thanks Olivia! I found out that moderation applies to the whole website;
and I should check if you are okay with that?
I am afraid I cannot offer two much guidance as we are still learning
discourse.
One thing I like is that the "trust" system somewhat manages drive by
spam. But I do not quite understand the moderation system yet. I think
people can flag bad content and you as a moderator get a message.

I think I still can't edit the names of the category above though.
What does "leader" mean by the way?

It looks like recent changes in discourse you can have categories be
moderated by specific groups.
To do so you need to create a special group for moderating a category or
set of categories, and then designate that as moderator for those
categories in section:

In addition to staff, content in this category can also be reviewed by:**
The upcoming version will allow designating multiple groups.
I'm thinking just having one group like Geonetwork-moderators would
suffice that we will designate as moderators for each and every group. I
don't think a moderator though can change category names, they can only
delete posts, allow posts that have been left back because of some
violation to go thru.
