Hi,
Funny you should mention that. I am likely to develop a DGN importer over
the next few months, and would be willing to integrate it into GRASS while I
am at it. Of that doesn't help you too much right now.
BTW, there is some DGN reading code in QCad (http://www.qcad.org). I would
be interested in hearing of any other OpenSource sources of DGN handling code.
