Discourse maintainance and Geonetwork/developer import

We will be shutting down this discourse site briefly to increase the CPU and memory on it. We expect less than 1/2 hour downtime to make this change.

Afterward we will continue to try to complete the Geonetwork/developer mailings which are currently missing many of the reply threads.

This we plan to do around Sept 26 2AM UTC. We will send an update once we start the process.

CPU and RAM upgrade complete. We will be doing the geonetwork import again shortly.
