That is a very good question. Unfortunately there are many people that prefer the warmth of a mail only system 
and don’t like how discourse formats email.
I would love for discuss@osgeo to be migrated, but I fear that will require moving of mountains to get enough buy in to have it done. The actual process of porting the mails over etc is relatively trivial by comparison.
