In general I have found that a lot of systems claim to export DLG-3 vector
files, but many of them really do not produce text which conforms to the
published details. For example, we received an Arc-Info DLG output which
had the east and north coords. reversed and no coords in the header.
Everyone should carefully compare the header and data with the
published DLG-3 format before trying to import to GRASS.
